Cookie tracking with affiliate programs basically places a small text file on the person's computer that has clicked this link containing your affiliate ID. Now what this does is track this person so if they come back to this affiliate company say 1 week from now and purchase you will still get the commissions. Also with pay per sale affiliate programs you will also get paid for any product this person purchases even if it wasn't the one you refered them to. So you send them to amazon.com to buy a digital camera and they end up buying a laptop instead, you will still get this commission. Each company has their own set time limit for how ling these cookies last, most affiliate programs will provide you with this information saying their tracking cookie lasts for 30 days, 45 days, 90 days, 1 year, etc.
Pay per lead affiliate programs works similar, but instead of providing this affiliate company with a sale, you are providing them with a potential buyer. This is usually placing an affiliate link on your website to this affiliate company and they offer a free account sign up or maybe a free newsletter they can sign up for. Now when this person signs up for this newsletter they will pay you a pay per lead commision, because eventually this affiliate company will make that money back after this person starts purchasing something off of this affiliate company's website. They will send out a newsletter to this person once a week, bi-weekly, monthly, whichever it is with products and service sales or promotions that they have going on and hopefully this person will purchase something. Even if this person doesn't purchase anything you will still get paid, as you get paid just for signing this person up with their free account or newsletter. This person doesn't have to purchase anything.
Pay per click affiliate programs is similar as well as you have to place their links on your website, which most likely we will have you signup for Google Adsense which will provide you with pay per click ads automatically for you. Google AdSense will scan your website to see what your content is about and then place relevant ads to your websites content on your website automatically for you. Some pay per impression affiliate programs will pay for every impression, and some will pay after a set amount of impressions. Say affiliate company A may pay for every 1,000 impressions, so after 1,000 people have seen this ad on your website, then they will send you a commission for the impressions. Again these are usually hard to find and when you do find them they will be something like $5 for every 1,000 impressions, so not very profitable, but their are some that may pay $0.01 per every impression.

You are advertising for them, to generate sales for them, why pay to send them sales?!?!
